mso-ascii-font-family: 'Times new roman'; mso-hansi-font-family: 'Times new roman';">政令出不了中南海,是很多人的感慨。楼市调控的政策即使出了中南海又能怎样呢?照样传导不到市场上,这就是中国国情。地方政府的这种做法,被媒体称为楼市政策软着陆。其实,只要房价不降,中央政府第一件要做的事就是央行宣布加息,这是地方政府倒逼中央政府这样干的,因为调控没有作用,整个经济结构就无法调整,通货膨胀进一步加剧,加息也就成了必然。</span></p><p style="TEXT-INDENT: 21pt; mso-ascii-font-family: 'Times new roman'; mso-hansi-font-family: 'Times new roman';">楼市调控不起作用,还有一个原因就是,开发商不差钱,还可以撑得住。那么好,中央政府第二件要做的事就是将开发商自有资金比例提高到</span><span lang="EN-US" xmllang="EN-US">50%</span><span style="FONT-FAMILY: 宋体; mso-ascii-font-family: 'Times new roman'; mso-hansi-font-family: 'Times new roman';">,逐步实行去杠杆化,不让开发商在银行贷款产生大的杠杆效应,这样开发商的资金链向不断都很难,再多的钱也撑不住,而且是强制性的。</span></p><p style="TEXT-INDENT: 21pt; LINE-HEIGHT: 150%; mso-hansi-font-family: 'Times new roman';">调控不起作用,是因为地方政府有自己的融资平台,那么,也就是现在国务院正在做的,清理你地方政府的融资平台,查你的债务。地方政府的融资平台受到监管,就没有那么容易和开发商勾结在一起胡作非为。调控不起作用,将有可能促使国务院下令所有土地出让金收国中央政府统一管理,并主要作为社会保障性住宅的开发建设的专项资金。</span></p><p style="TEXT-INDENT: 21pt; mso-ascii-font-family: 'Times new roman'; mso-hansi-font-family: 'Times new roman';">市场期待的是房价软着陆而不是调控政策软着陆。房价软着陆,使房地产不至于崩盘而祸及民生,危害经济。如果地方政府拒绝调控,最后的结局调控政策的继续出台,最后就是房地产日本式的崩盘,于国于民绝无好处。所以,地方政府也要向市场发出明确的信号,坚决破除土地财政,严格执行宏观调控,实行房价的理性回归,促进住宅的民生化。</span></p>
